Who Needs a CTO?

Step-by-Step Application Process
Step 1: Register on the APCB e-consent portal (https://apcb.assam.gov.in). Step 2: Fill Form I (for Water Act) and Form-I (for Air Act) online. Step 3: Upload all supporting documents in PDF format. Step 4: Pay the prescribed fee online (varies by category and capacity). Step 5: Submit the application and note your application reference number. Step 6: An APCB inspector will visit your facility for site inspection. Step 7: If satisfactory, consent order is issued — typically within 60–90 days for Green/Orange, longer for Red category.
CTO Renewal
CTO must be renewed before expiry — typically annually or every 5 years depending on category. Late renewal attracts a penalty surcharge of 10–50% of the consent fee.
